If you're trying to decide which character to save and which to sacrifice, we've put together a short guide on the consequences of each decision. Once you reach the Salarian camp on Virmire, Captain Kirrahe will ask for one of your team to accompany him to divert the Geth's attention away from your own team. Both Ashley and Kaidan will volunteer. Don't panic — this isn't the decision point of who lives or dies, so send whoever you like.
Just remember, whoever you send will not be accessible to you for this mission, so don't send a character you would normally have accompanying you.
If one of those roles is already being filled in Shepard's team, then they aren't entirely necessary to keep around. Squad composition is important in all of the Mass Effect games, but biotic and soldier roles can be taken by other members of Shepard's team. Aside from combat, consider which character is more in line with Shepard's goals. If the player is going for a renegade run where Shepard is untrusting of other races, they might consider keeping Ashley around as she is also wary of anyone other than humans.
While Kaidan can also be persuaded into being more xenophobic, he starts the game more in line with the paragon belief of unity among species. Both characters are romance options for each Shepard of the opposing gender, so if the player is looking to keep more options around in terms of romance, they can choose whoever might be attracted to them.

When you reach the camp, you will be greeted by a cutscene of Ashley and Kaidan arguing with the salarian captain, who introduces himself as Captain Kirrahe, 3rd Infiltration Regiment, STG. At this point, Kirrahe will form assault teams and ask you for a volunteer for one team. When you are on the bomb run with the one you choose, the other will make a distress call asking for immediate assistance leaving one behind.
A few instances later, Geth will start dropping all over the place and your team will have to arm the bomb sealing the fate of everyone. Both Kaidan and Ashley will be in a dire situation where saving both will be impossible and you will have to make the hard choice of saving one of them. The one you pick will remain in your team and journey with you through the series all 3 games and the other will perish with the bomb and permanently leave your squad for all three games.
From the point of the story, none of the two will affect the future events and plots in any way. The main differentiating point between Kaidan or Ashley is the combat abilities.
